J P Systems provides professional services for large Federal Healthcare IT projects. Be part of a team influencing the future of clinical data management by helping us to analyze and improve workflowsacross the Federal Government.  

 This position requires expert SNOMED CT terminology experience.   This is not a medical billing or coding position.

Responsibilities of the Medical Terminology Analyst SME:

  • Must be fluent in Healthcare IT standardized reference clinical terminologies such as SNOMED CT, LOINC and FHIR. 
  • Expert knowledge in SNOMED CT new term submission, modeling, and mapping is required. 
  • Some detailed clinical modeling of terminology experience is required.
  • Ability to map/match medical terms to relevant SNOMED CT concepts and terms in this reference standard.
  • Previous Federal work and knowledge of VistA/CPRS are also needed.
  • Work with the client to advise them on standard operating procedures and quality assurance processes.
  • May analyze and evaluate work associated with program activities and development.
  • May conduct, analyze, evaluate, and advise on project/healthcare-related areas, including terminology standards, health information architecture, clinical workflow, clinical efficiencies, business requirements identification and impact, care quality, and patient safety.
  • Responsible for developing, implementing, and managing projects that examine both business processes and technical issues.
  • Must accomplish work through a range of project duties, such as developing project plans and procedures, coordinating with stakeholders, and integrating the project team.
  • Create documentation to support the mapping effort. 
  • Present management briefings, reports, and plans to Senior Executives and stakeholder groups including both government and private entities within the healthcare industry.
  • Conduct analyses and evaluations on a quantitative/qualitative basis and the effectiveness of health standards, information architecture programs, and operations.
  • Provide technical expertise to persuasively articulate stakeholder positions on controversial issues in a variety of forums.
  • Serve as a primary technical authority with respect to regulatory impact on sensitive or rapidly evolving programs.
  • Identify key policy issues and priorities, design analyses, evaluate alternative strategies, and make definitive recommendations to senior leadership.
  • Analyze the economic impact, feasibility, practicality, and effectiveness of existing and/or proposed federal standards, regulations, programs, and policies. 
  • Must have Cerner experience

Project Requirements:

  • Serve as the Technical Lead directing a team of Clinical Terminologists in the mapping and modeling of Veterans Health Information System and Technology Architecture (VistA) Health Factors within Veteran Affairs (VA).
  • Serve as the Technical Lead directing a team of Clinical Terminologists in assigned terminology work for the Integrated Health Practice (IHP) within VA.
  • Present briefings, working plans and reports relative to the task order to senior leadership, project owners, and stakeholders.
  • Work closely with the Project Manager to prioritize project duties and establish goals for the team.
  • Create policies, standard operating procedures (SOPs), and workflows that are implemented for business standardization and data governance.
  • Responsible for ensuring all required documents are prepared and reviewed in preparation of project delivery.
  • Incorporate LEAN business practices to improve processes and increase value to the customer.
  • Must have in-depth knowledge of Cerner
  • Provide expert knowledge and solution strategy to senior leadership to assist with identifying roadblocks.
  • Responsible for the monthly review and analysis of work performed for VistA Health Factors and IHP-ART task orders.
  • Perform quarterly review of over 1,100 Health Factors comparing the existing target codes within the repository to the latest version of the Standard Development Organization (SDO) release.
  • Responsible for data mapping health factors to SNOMED target codes or new VA SNOMED CT Extension concept from files provided by VA’s Knowledge Base Systems (KBS). 
  • Perform Quality Assurance (QA) and data cleansing throughout the mapping and modeling process to preserve the integrity of the data and ensure all deliverables meet the quality requirements identified by the project team.
  • Participate in IHP-ART Iteration Planning and Retrospective/Improvement Sessions for CPRS and Content functional teams.
  • Provide terminology review on health factors for newly developed templates within NATREM.
  • Other duties as assigned.


Skills and Qualifications:

  • Demonstrated ability to be self- starter and be able to work with all types of personnel with a professional attitude.

  • Excellent time management, organizational, and multi-tasking skills.  
  • Must be a technically savvy, highly self-motivated and independent worker.
  • Highly developed soft skills / people skills and a positive attitude.
  • Virtual meeting software experience such as MS Teams or GoToMeeting is required. Proficiency in Microsoft Teams preferred.

 Educational Requirements: 

10 – 12 years of experience and a MD, PHD or PharmD. Or master’s degree required in Medicine, Nursing, Pharmacy, or any equivalent in healthcare related discipline. 11 years of additional relevant experience and certification from American Medical Informatics Association (AMIA) may be substituted for education.
